David Cates, PE

Project Manager

Mr. Cates is a Project Engineer at Qunity with over 36 years of experience in municipal and land development experience. His experience consists of roadway, utility, erosion and sediment control, grading, and site infrastructure design from initial concept design through as-built acceptance and extensive GIS experience. He has three years of experience with Horvath managing federally funded, locally administered bicycle and pedestrian projects for the City of Durham. 

Mr. Cates served as CADD/GIS Administrator of the City of Durham Public Works Department. He retired from that position after 29 years of service with the City. During his tenure he also served as the CADD Manager for the Design Group and as the technical lead for the department.

SW-30 NC 54/NC 751 Sidewalk Project for Durham, NC

Project Manager

Mr. Cates managed the advertising, bidding and construction of sidewalk and curb ramps on NC 54/NC 751.  The project included the installation of curb ramps and sidewalk sections on NC54/NC751 from Dresden Drive to Garrett Road.  All ramps slopes and  distances were inspected to conform to PROWAG standards prior to pouring concrete.

Federally funded locally managed bicycle and pedestrian projects for Durham, NC. – Project Manager 

Mr. Cates was a project manager for six federally funded/locally administered bicycle and sidewalk projects including SW-44, SW-45, SW-46, SW-47, SW-51 and SW-52. Mr. Cates provided engineering, and design guidance while managing the design and permitting of these projects.  This is an on-going project which has involved coordination with City of Durham Engineering, Transportation and NCDOT. 

515 North – Hillsborough, NC.  

Mr. Cates was a design engineer at Summit Design and Engineering and the project engineer for the 515 N Churton Street project located in Hillsborough, NC. The project consisted of 26 condominiums involving the design of interior roadways, sidewalks and providing accessibility to public street and sidewalk infrastructure.

Civil Engineer II & III – Durham, NC.  

Mr. Cates was responsible for contract administration involving contract estimating, preparing bid packages and cost accounting for contractor payments for the City of Durham Public Works Department. He designed municipal engineering projects involving water, sewer, street, stormwater, sidewalk and ramp improvements.  He has expertise with property mapping of plats and easements for acquisition of right-of-way for roadway improvements and easements for water and sewer projects. He was responsible for development review for street improvements including stormwater.  He performed designs using MicroStation as the CAD software and Eagle Point as the Engineering software as well as providing implementation, training and management of Engineering’s Computer Aided Engineering system. He was responsible for implementation of CADD design standards for water, sewer and street design and trained engineers and technicians in utilization of engineering and CADD software in design of water, sewer, street and stormwater construction plans.
