Russell Gregory is a talented and safety oriented Senior Project Inspector at Qunity with 30 years of experience in labor and project inspections. Mr. Gregory has specialized in applying technical knowledge and follow proper inspection techniques to examine workmanship and materials, and detect deviations from plans, regulations and standard construction practices.  Throughout his career he has provided considerable knowledge of the standard methods, techniques, materials, tools and equipment employed in the building construction trades with emphasis on extensive experience involving large commercial and civil projects.   • Reviews engineering work, navigates the permitting system and procedures
  • construction drawings and specifications for constructability and provide input and feedback to engineers.
  • Provides inspections and management of Private Utilities, by navigates the permitting system and procedures; ensuring permit compliance; inspecting work sites; issuing field reports; researching projects.
  • Works closely with contractors and project managers to assure construction and repairs within the Public Right of way adheres and is maintained to the City codes and specifications. 
  • Attends project conferences and meetings with team, contractors and other stakeholders, including responding to citizen concerns.
  • Primary focus of position is to provide engineering inspection generate and secure rights-of-entry, and inspect sites to verify and monitor problem areas and conditions.

Utility System Supervisor – Department Water Management

  • Manage Excavation Group
  • Supervise Five Crew Chief II positions, with each position consisting of a 5-man crew 
  • Performs midyear and yearly appraises on assigned employees
  • Reviews daily assignments entered by Crew Chiefs through City Works Computer program system 
  • Gives constructive feedback that promotes teambuilding, mentoring and support for a positive workplace

  • Repairs and maintains the infrastructure of the City of Durham’s Water and Sewer system including water mains, hydrants, valves, manholes, water serves, sewer mains, sewer services, and laterals
  • Generates monthly data reports on work group statistics including work orders completed as well as a written summery that thoroughly describes the previous month’s activities
  • Maintains City Works database pertaining to crew assignments, prioritizing projects, work orders, and cost effectiveness
  • Seeks out and engages in relevant professional development actives and shares with subordinates and the City organization as a whole
  • Provides troubleshooting for Engineering Services and Public Works Engineering Inspections to provide knowledge and solutions for maintenance of City of Durham infrastructure
  • Managed Utility Support Group, Senior Engineering Designer, Senior Engineering Technicians, and Engineering Technicians  
  • Managed Inspections of the City of Durham’s High Priority sewer lines twice a year and report to NC State
  • Organized and oversaw annual water main system flushing program
  • Worked closely with City of Durham Public Works Engineering Department 
  • Consulted with Engineering Inspections and contractors that involved approved construction plans for the scheduling of water main shut downs

Cross Connection Control Inspector

  • Assisted in ensuring compliance with the City’s Cross Connection Control Ordinance and other regulations 
  • Conducted field inspections of water piping systems of the City’s water customers to locate potential hazards and defects
  • Recommended effective means of reducing cross connection problems and specific corrective actions; Advised water customers about the essentials for developing their own in-house program
  • Investigated potential contamination problems from inadequately controlled cross connections and maintained the programs records and prepares technical reports 
  • Assisted with the training programs designed to certify contractors and maintenance personnel as backflow technicians
  • Examined plans and specifications for construction projects for compliance with pertinent regulations.

Senior Engineering Inspector Supervisor – Department of Public Works

  • Supervised a team of 13 Engineering Inspectors in accordance with City policies/guidelines and applicable laws
  • Supervision of Engineering Inspectors –  included:  hiring, administering performance evaluations, discipline, work objectives/effectiveness, distributing work assignments to facilitate contracts or duties, and provided constructive feedback in the areas pertaining to adherence to protocol, productivity, and the goals of fulfilling the Work Plan
